The Government of the Russian Federation and the Government of the Arab Republic of Egypt, hereinafter referred to as the "Parties",
Desirous to develop traditional friendly relations between the two countries and in accordance with Article 14 of the Agreement between the Government of the Russian Federation and the Government of the Arab Republic of Egypt on Cultural and Scientific Cooperation signed in Cairo on March 28, 1995,
Have approved this Programme of the Cultural, Scientific and Educational Cooperation for the years 2012 - 2014.
I. Scientific research
1. The Parties will consider possibilities of exchange of joint projects in scientific research and development work in fields of mutual concern.
2. The Parties will encourage exchange of scientists, experts and researches.
3. The Parties will encourage exchange of scientific and technological information and documentation.
4. The Parties on the basis of reciprocity will encourage participation of their representatives in conferences, symposia, training courses, workshops, exhibitions and scientific meetings in both countries.
5. The Parties will encourage other mutually agreed forms of cooperation.
II. General education
6. The Parties will cooperate through exchange of information in the fields of general, technical and adult education.
7. The Parties will exchange information in the fields of history and geography which can be included in learning aids in both countries with the aim of getting children acquainted with the culture and civilization of both countries.
8. The Parties will encourage exchange of experience in the fields of educating gifted children as well as children with special needs.
9. The Parties will encourage exchange of experience in the fields of technological development, distant education and use of computer equipment.
10. The Parties will encourage exchange of drawings and works of art completed by young children with the objective of holding art exhibitions.
11. The Parties will exchange books, curricula and information on educational systems in both countries with the aim of studying the possibility of recognizing equivalence of the pre-university education certificates.
III. Culture
12. The Parties will encourage exchange of artistic experience, organize film weeks and encourage participation of their representatives on the basis of reciprocity in the international film festivals held in both states in compliance with their regulations.
13. The Parties will exchange books, microfilms, documents photocopies such as bibliographic indexes, periodicals, leaflets and magazines through similar scientific research centers.
14. The Parties will encourage publishing the publications of authors from one state in the other (in the Russian Federation - translation from Arabic to Russian, in the Arab Republic of Egypt - translation from Russian to Arabic) including aiding publishers in acquiring rights on their respective translated publications.
15. The Parties will organize reciprocal scientific visits and will participate in specialized folkloric theatrical and musical plays. Published matters and researches of the scientific conferences will be exchanged.
16. The Parties on the basis of reciprocity will support organization of contemporary fine arts exhibitions (painting, graphic arts, sculpture, etc.).
17. The Parties will encourage exchange of experience in the fields of fine art, traditional crafts, museum studies and restoration in order to be acquainted with modern art practice, art heritage, and fine arts movements, coordination of museum exhibitions and restoration of art masterpieces in both countries (up to 4 experts for a period of up to 7 days).
18. The Russian Party upon the invitation of the Egyptian Party will participate in international artistic festivals held in Egypt such as the International Cairo Biennial, the International Biennial of Ceramics and the International Graphic Triennial, as well as associated art discussions.
19. The Parties will encourage exchange of orchestra conductors, soloists, including opera soloists, with the objective of organizing performances, and participation in music festivals and conferences held in both states.
The Egyptian Party will invite a high-level artistic troupe from the Russian Party to participate in the celebrations held by the Opera House on the 20th anniversary of its establishment. Details will be agreed upon through diplomatic channels.
20. The Parties will encourage reciprocal participation of their representatives in artistic festivals held in both countries, including festivals in the fields of theater and children culture.
The Egyptian Party will receive Russian Party experts in the following fields: circus, puppet theater, training of folkloric dancers, clothes and decoration design, theater set design. Financial details of the experts' visits will be agreed upon between concerned organizations of both Parties.
21. The Parties will encourage reciprocal participation of organizations of both states in the international book exhibitions and fairs held in both states during the period of validity of this Programme on settled terms.
22. The Parties will exchange experts in the field of art restoration of modern artwork (XVI - XX centuries).
IV. Antiquities
23. The Parties will support exchange and cooperation between concerned institutions in the field of archeology, restoration and preservation of the historical heritage sites in both countries.
24. The Parties will support cooperation within the framework of the UNESCO and other international organizations.
25. The Parties will exchange information regarding the organization and management of museums and museum education and benefit from each country's experience in the use of computer technology in categorizing and registering of cultural monuments.
26. The Parties will exchange expositions and temporary exhibitions of museum objects and their duplicates with the aim of getting acquainted with the history and culture of both countries.
V. Libraries and archives
27. The Parties will encourage cooperation between the National Library of the Russian Federation and the National Library and Archives of the Arab Republic of Egypt on the basis of the Protocol signed in Cairo on November 21, 2005.
28. The Parties will encourage cooperation between the Federal Archive Agency and the National Library and Archives of the Arab Republic of Egypt within the framework of the Memorandum on Cooperation between the Federal Archive Agency (of the Russian Federation) and the National Library and Archives of the Arab Republic of Egypt signed in Cairo on June 23, 2009.
VI. Radio and television
29. The Parties will encourage cooperation between the Federal State corporation "Russian State Television and Radio Broadcasting Company" and the Egyptian Radio and Television Union within the framework of the Protocol on cooperation in the field of information between these organizations signed in Cairo on June 23, 2009.
VII. Information
30. The Parties will encourage direct cooperation between both states' organizations in the field of mass media on conditions determined through mutual agreement.
31. The Russian Party will offer the State Information Service of the Arab Republic of Egypt an annual scholarship for a period of three (3) months for media specialists and interpreters for studying the Russian language in the Pushkin State Institute of the Russian language.
32. The Parties will endeavor to ensure practical implementation of activities of the friendship associations as well as cultural and informational organizations with the aim to improve mutual understanding between the peoples of the two states.
VIII. Tourism
33. The Parties will encourage increase of tourist flow between the Russian Federation and the Arab Republic of Egypt.
34. The Parties will encourage the participation of Russian and Egyptian tourist and related to tourist business organizations in international tourist exhibitions and other events held with the support of national tourist administrations.
35. The Parties will exchange statistics data and other information, including development of tourist infrastructure and prospective investment projects.
IX. Youth
36. The Parties on the basis of reciprocity will participate in youth festivals and other international events which will be held in both states.
37. The Parties on the basis of reciprocity will promote participation of their representatives in intellectual meetings to strengthen the relations between the two states.
38. The Parties on the basis of reciprocity will promote participation of their representatives in international work camps which will be held in both states.
39. The Parties will encourage cooperation between the concerned organizations of both states in the field of youth exchange.
X. Sport
40. The Parties will encourage mutual contacts, exchange of programmes, experience, information and documents that are of mutual interest between sport federations, sport institutes or higher education and other recognized sport bodies of both countries.
XI. General provisions
41. This Programme will not prevent preparation and organization of other events and exchanges in the fields of culture, science and education subject to prior agreement between the Parties.
42. The financial and other terms and condition of practical implementation of visits, exchanges and arrangements stipulated during the effective term of this Programme will be determined by agreement between interested participants of both countries.
43. This Programme will apply from the date of its signature until December 31, 2014.
After termination of this Programme its provisions will apply in regard to any arrangements or exchanges, agreements or projects that are already under implementation in accordance with this Programme but have not been completed by the time of its termination.
This Programme is not an international agreement and does not create rights and obligations regulated by the International law.
Signed in Cairo on the 5th of November, 2012, in two original copies, each in Russian, Arabic and English languages. In case of divergence of interpretation the English text will prevail.
Annex
CONDITIONS FOR EXCHANGING ARTS EXHIBITIONS
Conditions for the Sending Party
The Sending Party will inform the Receiving Party at least six (6) months in advance about the dates and the themes of the exhibition under preparation, so that the Receiving Party can make proper arrangements for it.
The Sending Party will provide essential technical information about the intended exhibition, as well as the indispensable materials for printing catalogues (preface, list of objects, photos, etc.), this should be at least three (3) months before the opening, Exhibits will reach the place of destination at least two (2) weeks before opening of exhibitions.
The Sending Party will cover the costs of packing, freight and insurance of the exhibits to and from its country (to the first place of the exhibition and from the last place of the exhibition in the Receiving Party).
The Sending Party will cover international freight expenses and the expenses of the representatives accompanying the exhibition.
Conditions for the Receiving Party
In case of any damage to the exhibits, the Receiving Party will supply the complete free-of-charge documentation referring to the cause of damage, in order to facilitate the Sending Party to claim the damages from the insurance company. The Receiving Party is not authorized to restore the damaged exhibits to their original state without the consent of the Sending Party.
The Receiving Party will bear the costs of organizing the exhibition, including costs of renting halls, security, technical assistance, storage facilities, installation arrangements, lighting, heating, dismantling and printing of publications such as posters, catalogues and invitations.
The Receiving Party will bear the costs of internal transportation related to the exhibition (from one town to another), accommodation and other related expenses.
The Parties will agree upon the number of persons accompanying the exhibition and their period of stay.
Exchange of individuals and groups
The Sending Party will bear international travel expenses to and from.
The Receiving Party will bear the costs of full board accommodation and internal transportation according to the program of the visit (period of stay) provided that the international phone calls, alcoholic drinks and laundry are excluded.
The Receiving Party will provide free medical care in case of accidents and sudden illness.
General provisions for exchanging individuals
The Sending Party will nominate the persons who will be exchanged and notify the Receiving Party about this nomination three (3) months prior to the proposed departure date.
The Sending Party will supply the Receiving Party with all necessary information related to the academic and professional qualifications of the nominees as well as the proposed working program and any other information required by the Receiving Party.
