In accordance with Article 13, the United Kingdom intends to confine the scope of the Charter to the following categories of authority:
England
county councils
district councils
London borough councils
the Council of the Isles of Scilly
Wales
all councils constituted under Section 2 of the Local Government (Wales) Act 1994.
Scotland
all councils constituted under Section 2 of the Local Government (Scotland) Act 1994.
It is the understanding of the United Kingdom that the term "local authority" in the Charter does not include local or regional bodies such as police authorities which, by reason of the specialist functions for which they are responsible, are composed of both elected and appointed members.
